Every real route to Panama residency in 2026 — Friendly Nations, Qualified Investor, Pensionado, Remote Worker and family-based — explained from the actual decrees, including the 2021-2026 changes most websites still miss.
Panama rewrote much of its immigration rulebook between 2020 and 2026: the Friendly Nations visa gained a two-year provisional stage, the Qualified Investor program was replaced by a new decree in September 2026, and several new residency subcategories appeared in 2026 alone. Most English-language guides online still describe the old rules.
We advise from the decrees as they stand today, tell you honestly which route fits your nationality, funds and timeline — and handle the tax side (territorial taxation, fiscal residency, substance rules) with the same team.

“The right residency route depends on your passport, your funds and your plans — not on which program a website wants to sell you.”
— Lic. José Manuel Góndola Escudero · Panama Bar No. 17,005| Route | Who it fits | Key requirement (per the decree) |
|---|---|---|
| Friendly Nations visa D.E. 416/2012, as amended 2021-2026 | Nationals of ~50 listed countries (US, Canada, UK, most of the EU, Ecuador added in 2026) | An economic or professional tie to Panama; since 2021 you receive 2-year provisional residency first, then apply for permanent residency |
| Qualified Investor D.E. 17 of 8-Sep-2026 (new) | Investors seeking direct permanent residency | Foreign-sourced investment: ≥B/.300,000 first-sale real estate, or ≥B/.500,000 via a licensed brokerage (5-year hold), or a fixed deposit of B/.750,000 (private bank) / B/.500,000 (state banks) |
| Pensionado | Retirees with a lifetime pension from abroad | Proof of a qualifying lifetime pension; grants Panama's well-known retiree benefits regime — amounts confirmed case by case |
| Remote Worker visa D.E. 198/2021 | Employees and freelancers paid from abroad | Annual foreign-source income of at least B/.36,000 |
| Family-based | Spouses of Panamanians; parents of a Panamanian child | Marriage, or a Panamanian child at least 5 years old (D.E. 583/2012) |
| Employment-based | Executives of multinational HQs (SEM) and special regimes | Sponsorship under the applicable special regime |
| New 2026 subcategories | Working Holiday (D.E. 21/2026), training/health professionals (D.E. 7/2026) and others | Panama added several new permits in 2026 — niche but useful in the right case |

Two warnings worth money. First: the Friendly Nations visa stopped being “instant permanent residency” in 2021 — Executive Decree 226 of 2021 created a two-year provisional stage, and the visa does not exempt you from a separate work permit before MITRADEL if you intend to work. Second: the Qualified Investor program changed in September 2026 — thresholds and conditions now come from Executive Decree 17 of 2026, not the 2020 decree most sites still quote.
The tax side matters as much as the visa. Panama taxes on a territorial basis — as a rule, only Panama-source income is taxed — and offers fiscal residency certificates for treaty purposes. Structures that hold foreign passive income through Panamanian entities of multinational groups now face the economic substance rules of Law 526 of 2026. We plan both sides together, with our sister accounting firm handling ongoing compliance.

The most used routes are the Friendly Nations visa (for nationals of a list of about 50 countries, including the US, Canada and most of Europe), the Qualified Investor permit (investment-based permanent residency), the Pensionado program for retirees with a lifetime pension, the Remote Worker visa for foreign-source income earners, and family-based categories such as married to a Panamanian or parent of a Panamanian child. Panama also added several new residency subcategories in 2026.
No — that changed in 2021. Executive Decree 226 of 2021 introduced a provisional residency stage of two years before you can apply for permanent residency. Any site still selling it as instant permanent residency is outdated. It also does not exempt you from a separate work permit before the Labor Ministry (MITRADEL).
Under Executive Decree 17 of September 2026 (which replaced the 2020 decree): a minimum of B/.300,000 in first-sale real estate, B/.500,000 invested through a licensed Panama brokerage house for at least five years, or a fixed-term bank deposit of B/.750,000 in a private bank (reduced to B/.500,000 if placed in Banco Nacional or Caja de Ahorros). Funds must be foreign-sourced and traceable, plus government fees of B/.5,000 to the Treasury and B/.5,000 to Immigration.
Executive Decree 198 of 2021 requires proof of annual income of at least B/.36,000 from foreign sources (work performed for clients or employers abroad), among other documentary requirements. It is a temporary visa — a fit for testing Panama before committing to a permanent route.
Panama taxes on a territorial basis: as a rule, only Panama-source income is taxed. Foreign-source passive income of entities in multinational groups is now subject to economic substance rules (Law 526 of 2026, effective fiscal year 2027), so structures should be reviewed — individuals living on foreign income remain largely outside Panama income tax. We coordinate the migration and tax sides together.
